The Turkey-Russia ties took a dive after Turkey shot down a Russian warplane on the Syrian border on Tuesday for allegedly violating its airspace.
Russian President Vladimir Putin on Saturday called for sanctions against Turkey, following the downing this week by Turkey of a Russian warplane.
The package of measures calls for ending chartered flights from Russia to Turkey and outlaws Russian tour operators from selling vacation packages to Turkey, a favorite destination for Russian holidaymakers.
The president also attacked Russia's policy in Syria after it launched air strikes in September, accusing the Kremlin of backing the regime of "murderer" President Bashar al-Assad.
He dismissed Putin's criticism of the incident as "unacceptable", noting that Russian planes had twice violated Turkish air space in October.
In an assessment of the circumstances of the incident, the General Staff of Russian Federation said it was a deliberate, carefully planned action, according to radioelectronic surveillance data.
"This kind of an incident which may happen of course will further push us to take measures. I hope something like this doesn't happen again".
"Both sides agreed to act cautiously until they re-establish dialogue channels to reduce tensions", the paper said, citing security sources.

But Moscow responded coolly, saying Turkey has yet to apologise for shooting down the jet on the Syrian border.
Turkey's foreign ministry advised people on Saturday to postpone all non-urgent travel to Russian Federation.
A Russian Su-24 jet was shot down by Turkey on November 24.

Putin has suggested some degree of U.S. culpability in the aftermath of the incident, even hinting that the United States might have given detailed Russian operational plans to Turkey ahead of time.
"I welcome Turkish efforts to establish contacts with Russian Federation to de-escalate...it is important to stay calm", Stoltenberg said.
"This request was also delivered to the president", Peskov said.
"Threats from this country are quite real", he said, adding that "fighters" were passing through Turkey "in all directions".

Putin's spokesman, Dmitry Peskov, said there were close to 90,000 Turkish nationals working in Russian Federation.
"We believe that the Turkish leadership has crossed the line of what is acceptable", Russia's Foreign Minister Sergei Lavrov said at the start of talks with Syrian counterpart Walid Muallem in Moscow.
